So it's saying to move up to the next food I need to attract the caucios race critter and it's also saying that once a character I have spotted one, the cards need to change so does this mean that I by a change cards everytime a critter s spotted?

To finish the 'Caucus Race' you have to complete the following tasks:
Attract at least 10 Dodo, 10 Lory and 10 Mouse in your garden.
Spot at least 3 Dodo, 3 Lory and 3 Mouse in other gardens.

After you finished these tasks, you can unlock the next level  'Mad Hatter's Tea Party'.

Each card works independently.  So you have to watch the clues you get and write them down.
Like
Left/ middle/ right
And that should help narrow down the correct card for dodo, lory, mouse

And if they're not correct, you can shuffle them around according to your clues. You don't have to get all new cards. Maybe sometimes but not necessarily all the time.
