Have you been trying to get underwater frogs?  You aren't due any, since you've attracted the same number of tadpoles, froglets and underwater frogs.  So you'll need to get the spawn on dry land.

You don't need to worry about the ghostly frogs, since you haven't attracted or spotted any.  They just get added to the ordinary frogs to work out whether you are due any or not, and as you haven't spotted or attracted them, they won't affect your numbers.

If the numbers you've given me are correct that would give you a total of 22 complete sets of tadpoles, froglets and underwater frogs.  You've attracted 17 land frogs, so you're due 5 more.  The 20th spotted (so another 3) will drop the spawn, if you leave out an empty table.  You can then go back underwater with the spawn :)
