You need to have another Tadpole spotted to increase that to 25 so that you can also attract your 25th underwater frog so that will drop some spawn.

Alternatively,
This is what you have spotted in other gardens:

So you have spotted 50 complete Underwater frog sets, but you have only attracted 45 Land Frogs. You could go back to dry land and set up to attract those instead as the 50th of that will drop spawn (as long as you have an empty table for it to go on). You would then need to go back underwater to carry on with pond wildlife.
