Yes they are building every where. there are a couple of sites built on Hayling and they still want to build more , Trouble is theres only one bridge on and off the island a break down or heavy traffic holds the island up for hours , and One doc surgery  which cant cope   as it is. makes you wonder  "whos taking hand backs ?"
