If I hatch a crane chick and it's twin as my Pottery Lottery requirements and I also have a bouquet vase that needs a crane chick spotted, will I get all of the requirements for both the Pottery Lottery and the bouquet? That's assuming that they are spotted by somebody other than myself?

In this case, yes, you'll get both the action (chick to vase) and spotting requirement (PotLot).

I think the birds (adults) or chicks can only do one action (like trim a bush or sit in a nest) at a time, but spotting requirements aren't limited by garden action (unless you have more than one quest, then whichever is active the the receiving one).

The only exception to birds doing one action is actually for adult cranes and woodpeckers trimming topiary - this takes precedence over any other garden action including nesting.  However, for vases it will count towards dropping flowers for your vase and nesting, or producing a dinosaur egg concurrently.
