If someone can just explain to me how the "returning" critters or babies come into your garden and its not set up per the wildlife column on "the left" for the exact critter. Or am I being silly? Is it the advancement on the Legendary phase or the achievement during finding cirtters etc. I hope I explained this clearly. I am such a newbie at this

I am not sure what your question is.
If you want to attract tortoises you need a RFH fructus randomus. You can check in the wildlife guide how gardens are setup.
Every 10th tortoise spotted in the garden can plant a seed for the birthflower in the citrine birthstone. Again you can check the wildlife guide for more information under 'Baby Wildlife'.
