It's usually because it was programmed in before the garden went underwater, but shouldn't have come to cake, so I assume it was a glitch.  When there's a problem with the servers, the game often defaults to field mice, for some reason.

I wonder whether it's something silly like the merwitch no longer eating cake?  Something still has to come so it defaults to mice, maybe?

Have you dropped Support a note?  It might be worth letting them know :)

So I emailed support yesterday so awaiting message from them........ overnight I have noticed that now getting ghostly mice on the cake whilst underwater.......... so obviously birthday cake may not work with merwitch, although this has never been mentioned before in the past......... weird but then again it is halloween season
