You would need your own bamboo plant to be fully grown too (it isn't yet).

Additional Bamboo question:

Do I need a Bamboo Plant for EACH plate of food (I have 2 plants and 2 plates - could I put an empty plate out and find the black and white critter - would it place Bamboo food on the 3rd plate without a 3rd plant?)

I hope my question makes sense.

No, you only need to have one plant in your garden. As long as there is a fully grown bamboo plant in your garden when you spot the black and white critter in the other garden with fg bamboo, you get bamboo food.

(I'd recommend using as many fully grown bamboo plants as possible, though, to increase attraction.)

You only need one fully grown bamboo to get food, no matter how many plates you want.  You do not need one plant for each plate of food.

You would probably then want more than one plant to attract the Panda though, as the more plants you have, the stronger the attraction.
