It is every 3rd spotted that plants the weed :)

It's every 2nd sea unicorn that plants the pondweed. I think it used to be 3 before changes were made in the pond. I can't tell from your garden what happened, but if 2 were spotted the pondweed should have been planted.

I don't know what your setup was at the time but you have indigo rocks out now - you'd need violet for the sea unicorns to plant pondweed so if those were the rocks you were using at the time, they were the wrong ones.

Also, it’s every 2nd regular sea unicorn will plant a seed in the violet rocks & every 3rd ghostly sea unicorn which will planet a seed.
