The Pond tab in the Pot Shoppe has the coloured rocks for Pondweed.

You earn those by completing the rainbow of fish challenge

You have to complete the Rainbow of Fish to unlock the rainbow rocks.

Once you complete the Rainbow of Fish you will find the Rainbow of Rocks in the Pot Shoppee under the Pond Tab.    Good luck  :)

They are free in the pot shop, once you unlock them, do just get another.
