You can't start frog breeding underwater, you'd need spawn from a land frog, then go back underwater again.

You get one land frog visit for every complete set of tadpole, froglet and underwater frog (including ghostly frogs) you've spotted in other gardens.  You'd then subtract the land frogs you've attracted to see whether you're due any more.  The next multiple of ten spotted would drop the spawn.

So I think you need to do a bit more spotting (sorry!).  You've spotted 8 complete sets, and attracted 6 land frogs, so you're due two more land frogs but that won't take you to the 10 you need for the spawn.

You've spotted plenty of froglets and tadpoles but you need to spot another two underwater frogs to be able to get your tenth land frog for spawn :)
