It really works like one by one, one tadpole comes, then one froglet can come and afterwards one frog can come.

You have frogspawn and a supershroom out, so I guess you will get tadpoles soon.
You can't get anything on the tables with berries because you are not due any froglets and UW frogs,

Because you have to attract tadpoles and froglets first.
That is how the frog cycle works, each tadpole returns as a froglet which then returns as an UW frog.

Since you have the coral already coloured, I would just leave it like it is.
You attract now land frogs to get the frogspawn, then go underwater and then you will attract bottom dwellers. If you don't put a dulcia out, you might also get some tadpoles. If you trying to do the bouquet building, I guess this will anyway need several rounds of frogspawn 😅

If you have frogspawn in your garden, it is always good to attract tadpoles in between to keep the cycle going. Whenever I was doing the bottom dwellers for example and I attracted the amount that I needed, I used the rest of frogspawn to get more tadpoles.
Otherwise you can always try to spot more tadpoles, froglets and UW frogs in other gardens, but then you always have to be first on dry land to get the frog to lay frogspawn which is much more complicated.

According to your numbers, you should be due 3 more land frogs and the 35th spotted in your garden should lay frogspawn.
