You've had 7 complete sets, but you've also attracted 7 land frogs, which means you aren't due any at the moment.

You need to spot 3 more froglets in other gardens, which would bring you up to 10 sets.  You'd then be due 3 more land frogs, the tenth would drop spawn onto an empty plate when it was spotted :)

You will need to start with spawn from a land frog to start the frog breeding - every multiple of five you attract will drop the spawn if you have an empty table out..  You'd them go underwater and attract tadpoles.  You then get one froglet for each tadpole you attract, and one underwater frog for each froglet.

For the land frogs, you attract one for each complete set of tadpoles, froglets and underwater/ghostly frogs you've spotted in other gardens.  If you let me know how many tadpoles, froglets, underwater frogs and ghostly frogs you've spotted in other gardens I can tell you if you are due any land frogs to get started, or if you need to do some more spotting first.  I can then try to help you with what you'd do next :)
