Yes. I agree. And I am losing confidence in the fairness of this game. This is the 5th birdbath. And can not get one Jacksaw chick to finish my quest.  I think the chicks should in fairness. Rotate and it just does not work this way.  A new name.   UNFAIRYLAND. Lol

Once the Tiger Lilies are RFH  (can only have 3 plants in the Garden)  :

Far Left Plant-  will attract telling you:

White Rabbit (if too low, will need higher card) and  Dinah (if too high, will need lower card)  but if correct  DODO will come.

Middle Card Attracts:
Bread and Butter ( if too low, need higher card)
Rocking Horse Fly (if too high, need lower card)
If right card:   The LORY

Right side Card:  Attracts
TweedleDum  (if too low, need higher card)
TweedleDee   (if too high , need lower card)
If card is right: you get the MOUSE

You need to have 10 of Dodo, Lory, & Mouse attracted to your Garden and need to spot 3 in other Gardens to get to the next challenge.

Note: Each time A Caucus Race Critter spotted, that card will change. You will have to find the new card..

regarding the card plants: 

When you have three, and they are RTH, they will attract the helpers.  The helpers give clues, like the plants for the candies give.
 
There are two helpers for each card position: one if the card number is too high, one if it's too low.  If you get the correct number you attract the Caucus Race wildlife.
 
So for the leftmost, you'll attract the White Rabbit if the card number is too low, Dinah if it's too high, and if it's the right card you'll attract the Dodo.  It's the same premise with the other two plants.
 
The card you get is determined by the card which planted the seed (when you spot the gardener, he shows you the card -you can also see it when the seed is planted by hovering over the plant).
