thanks for spotting our wallabies ~ we used to have them sign to opt in, now we just do counseling before they sign up, and then require them to fill out forms (getting approval from admin, counselors, parents, and the teacher involved) if they want to drop.  Most of my students who ask to drop mid-year have real problems (usually more psycho/socio/emotional than academic) and don't have any problem dropping if they need to.
