You need to attract 2 more Medium Billys to make the Buttercup large, that will then attract the Big Billy. You'll need at least the small billy deterrant though as the big billy is rare.

Dust up the Knapweed to deter the Small Billy Goats, there will be a lot more chance Big Billy will come.  Good luck, I'm sure it will happen soon

In addition to the Knapweed, it would be good to have a fully grown Nightshade because this deters the medium billy goats.
