I am doing the black and white quest at Level IV.   I completed most of the quest quite quickly but have been waiting two days for the albino I need to visit my garden to complete the quest.

Is there a way I can encourage these 'very rare' visitors?

No, there's nothing you can do other than attract the regular version effectively. Albinos are random.

No, there's nothing you can do to increase the number you get.  They come randomly, and as long as you are getting the ordinary version of the animal, the albino can come too.

I have forgotten the 'secret' of the black and white pots!   If I want to attract zebra, do I just plant tulipa praecocia?

Yes. You need at least one of each, and they have to be fully grown to attract.
