You can only have one. Anyone with more is breaking the rules and risks having all their accounts deleted if Facebook finds out. You can only have one garden per FB account, and it's against their terms and conditions to have multiple FB accounts.

It's also against the terms of use of the game, which you have to agree to when you start playing:

"6. CHEATING
Any form of cheating within the application will result in the termination of your account. The use of multiple accounts, for example, is strictly forbidden."

Some don't actually have a second garden that is specifically theirs. Some are gardens of spouses or other family members so in essence it is that other person's garden but they play in it.
