I have noticed that when private others can visit my back wall and leave messages but I can't visit their back wall in return.  It would be nice to change that to either both can visit back walls or neither can

You can visit Friends Only mode back wall gardens. There should be a message that says they are Friends Only and gives you an option to go to their back wall.

The general public can visit my back wall when private. Private should include not being able to go to my back wall

Private just means that they can't access your garden, unless they are on your friends list or your garden is Public Plus.

The only way to make it impossible for someone to access your back wall is to block them.

I have gone private occasionally and I too find it odd that others can leave messages on my back wall but I am restricted and can't answer back

if I am not mistaken, it Is not restricted .. you can answer back there is a buttom " reply" that sends you to that person backwall

It's not restricted.  I have private gardens visit regularly.  I can access their back wall to leave a thank you message and they can also access mine.
