The way I would do it is to put out a double portion of high berries for the land frog, but prepared to dump them once the land frog has arrived. Get the frogspawn onto your second table, and then dump the berries. Once the tadpoles start coming, put more berries out on a low table for the froglets. When the frogspawn and berries are all gone, keep the garden underwater and put out a high table for the underwater frog. Leave the other table empty, and the first frog spotted will leave you some more frogspawn. Attract more tadpoles whilst you're attracting the frogs, and then when the frog table is empty, change it for a low table for more froglets. Just keep doing that, keeping the garden underwater, for as long as you want to attract the frogs for :)
