Is there a reason I have not been able to attract my first Blue Jay?  I have checked my garden and believe it is set up correctly to attract Blue Jays. But after two weeks, no one has spotted a Blue Jay yet.

Did I miss something in my garden set-up? 

Thanks for any suggestions you can give me.

You need the flowers not the rfh ones

Yes your plants have to be fully grown (flowering). Yours are ready to harvest so they are not attracting the blue jay

Thanks!  I checked the information and it doesn't really specify whether I need flowers or the RFH.  I'll replant the flowers.

Where did you look Glenna? This is from the wildlife guide :

How To Attract
Needs the blue variety of all three of these flowers: Bellis Lycaena, Carmena Aviflora and Piscis Aquabullae

You may find you have better luck with 2 raised food tables as this will cut out the competition from the white mouse and the pygmy mouse.

Yeah, as Nicole showed it definitely states that they need to be flowers not fruiting. :-)

Understand, but I also had not attracted any Blue Jays during the flowering process. So then I assumed they would be attracted at the RFH stage.  Will go with your suggestion of 'two' raised food tables.  Thanks for the help!

The problem with things like the Blue Jays is that each set of three plants is in essence one attractant.  So with just one set of the flowers, the attraction isn't very high.  Which means that although they are only rated as "average" they can be quite difficult to attract unless you use two complete sets of the flowers :)

Glenna, just so you know, you have planted Carmena Uniflora when you need Carmena Aviflora for blue jays.
